Human in-security is, to a large degree, the consequence of lack of knowledge, or ignorance. Universities are mandated to develop and to disseminate new knowledge. An important component of sustainable development is to be prepared to live with risks. Disaster preparedness and risk management as part of development planning and efforts are key steps to face the sudden onset or the creeping onslaught of hazards on human security. Depending on the type of disaster, it is possible to select from numerous infrastructure solutions that can be implemented to reduce the magnitude of hazards. However, it is not viable, sometimes not even advisable, to try to eliminate the hazards completely or to reduce them to a level which makes us believe all risks are eliminated through infrastructure development.

People will have to be informed, by formal, informal and non-formal education and communication about the situation in which they live and why it is so. They have to be given a role, as much as appropriate and possible, in contributing to the decisions that will influence their daily lives. Regional Centers of Expertise on Sustainable Development, based on the principles of the Regional Centres of Expertise on Education for Sustainable Development could serve an important function in acquiring information, participation in planning and decision-making; in particular in keeping alive a sharp sense of awareness and responsibility, also at times that ¡Ænothing happens¡Ç. Thinking about education for sustainable development beyond 2014, it becomes clear, that it will be important to promote further and strengthen the mobilization of people and knowledge for sustainable development, as sustainable development is a major pre-requisite of all disaster prevention and reduction, as well as the improvement of capacities for relief and support and the strengthening of resilience of people.
