RAFIQ takes its name from a word meaning "friend" in Persian and Arabic. The first people it supported were Afghan refugees, so it chose a word from their mother tongue, Dari (Persian).

Its work rests on four pillars. Legal support covers advice, document preparation, evidence gathering and translation for refugee applications. Livelihood support for the people in greatest need includes a shelter in its office and medical help in cooperation with medical institutions. Public awareness is advanced through courses, study sessions and information sharing. Policy advocacy involves research and written opinions submitted together with other organizations.

Everyone involved is an unpaid citizen volunteer. Since its founding in 2002, RAFIQ has received the Osaka Bar Association Human Rights Award (January 2019) and the Social Contribution Support Foundation's Social Contribution Award (July 2025). Membership is listed as 123 as of the end of August 2025.

Key points

  • Four pillars: legal support, livelihood support, public awareness and policy advocacy
  • A machi-library in Osaka with open-access books and materials on refugee issues
  • Guidance in several languages, such as Spanish and Arabic, plus an English page

Why this organization's work stands out

A single group covers legal procedures, daily-life support and outreach to society, supporting refugees from many sides. It is also notable that it has continued for over 20 years entirely through citizen volunteers.

There are many ways to get involved: attending courses and events, reading the newsletter, volunteering or becoming a member. It is an approachable place for anyone who wants to learn about refugee issues first.

Editor's comment

"We were born on the same planet, so we want to be friends as fellow human beings" — that spirit comes through in both the name and the work.
