PLAS has its office in Hiroo, Shibuya, Tokyo, and works with local partner organizations in Kenya and Uganda. From October 15 to December 31, it accepts donations for its parent-and-child support through hometown-tax payments to Shibuya Ward.
The program combines economic self-reliance for guardians with counseling for parents and children. Guardians learn small-business knowledge and skills to support their households and learn about their children's growth and schooling. Children also reflect on their dreams and strengths and think about the future.
The announcement introduces Mary (a pseudonym) in Kenya. Her uncle learned poultry-keeping, and with the income and small savings he now regularly provides meals and school supplies and is more involved in her education. Mary now attends junior high school.
Key points
- Donations fund guardians' economic self-reliance and parent-child counseling
- Campaign runs Oct 15 – Dec 31 with a 600,000 yen goal
- Supports both daily meals/school supplies and an adult who thinks about the child's future together with them
Why this news deserves attention
To keep learning, children need more than tuition: daily meals and support at home matter too. PLAS looks at both household income and the parent-child relationship.
It is also an accessible way for people to take part in international cooperation through the hometown-tax system.

Editor's comment
It is encouraging that support for children far away can be given through a familiar system like hometown tax.
Please check PLAS's official announcement for how to donate and details.
