Solid biofuels account for almost 50% of Africa¡Çs energy needs. Moving households towards using cleaner burning modern fuels is an important policy imperative to improve living standards for countries that rely heavily on biomass. This presentation focuses on two studies of energy use in Africa. One study looks at the specific case of Uganda and presents evidence that its household energy use conforms to the energy ladder theory. As household income increases, solid and transitional fuel use initially increases but falls as household income reaches a tipping point. Electricity consumption shows a linearly increasing relationship with income. Public infrastructure provision, income, and education are the key variables which can be targeted to reduce household dependence on solid-fuels while increasing non-solid fuel use. The second study discusses the role that modern liquid biofuels have in improving community livelihoods in Africa generally. The global interest in the biofuel industry has led to significant land conversion in Africa and elsewhere in the world for feedstock production. There are a number of perceived benefits biofuel production can bring to African nations, in particular increased employment, increased investment in the agricultural sector, and increased energy security. However, on-ground experience has thus far demonstrated variable outcomes. Many biofuel projects have resulted in unfavourable energy balance and proved to be economically unviable. Furthermore, a majority of investors in biofuel projects are foreign-owned and export-oriented, bringing into question the extent to which the host country will benefit in terms of energy security.
