So profound are the implications of climate change, and the social steps required to mitigate it, that it is reasonable to call
this moment of human and planetary history one of climate transition. It is possible to view the development of this
transition in terms of the co-evolution of biological and cultural systems - a process in which the physical changes are both
shaped by, and test, the social systems. Central to successful adaptation will be the capacity for humans to extend, develop,
and re-orient their systems of governance. Nowhere will that be more important than in taking into account the needs of
vulnerable and developing communities in relation to climate change, which will be a precondition for successful mitigation.
This talk will describe some of the preconditions for creating the necessary developments in governance at its many levels,
as well as a variety of innovations being attempted and the obstacles they face. Many challenges remain for achieving
governance approaches which are likely to deliver an adaptative passage for human societies through the climate transition,
and there is not much time.
Speaker¡Çs Biography
Professor Jim Falk is the foundation Director of the Australian Centre for Science, Innovation and Society (ACSIS) and
Convenor of the Climate Adaptation Science and Policy Initiative (CASPI) at the University of Melbourne. He is also Director
of the Association of Pacific Rim Universities Climate Theme, and United Nations University Visiting Professor to the UNU
Institute of Advanced Studies in Yokohama, Japan. Professor Falk has carried out many policy consultancies over more than
20 years at the State and Federal level. Recent consultancies which he has led have included inputs to the Garnaut Review on
the Economics of Climate Change in Australia, an assessment of the Stern Review on the Economics of Climate Change for
the Department of Sustainability and Environment (Victoria), work for the Department of Premier and Cabinet (Victoria) on
Climate Change related policy, and a report to the CEO of the Australian Radiation Protection And Nuclear Science Agency
(ARPANSA) on the application for an operating licence for the OPAL nuclear reactor by ANSTO. Professor Falk¡Çs PhD is in
theoretical physics, but over the last 25 years he has specialised in the study of the nature, impact and management of
science and technology in their social contexts. His research has focussed particularly on issues associated with globalisation,
technological change and the environment, nuclear technology, arms races and militarisation, and information and communication
technology in their social settings. Professor Falk¡Çs research in climate change policy goes back 18 years, and he
was the primary author of a bestselling and award winning book ¡ÈThe Greenhouse Challenge: what¡Çs to be done?¡É which was
published simultaneously by Penguin and Heinemann in 1989.
